When I first saw this game, I assumed it was a cockpit Monaco GP.
It looks like the game is messed up, or there's a weird reflection on the monitor. But it resembles Monaco GP.
But the two didn't match. The shape of the cockpit opening was wrong, plus the Monaco GP side art wasn't there.
Then I happened to be looking around at some arcade game flyers, and found a match. Super Speed Race GP V, by Taito.

...matches the one in the movie. Mystery solved.
